As pastor of New Testament Church since 2001, Williams leads one of the most
fervent church congregations in Virginia. In the last six years, the 32-year-old
church has grown from approximately 75 members to over 750 members. The church
currently has more than 40 ministries that emancipate the oppressed, equip the
masses and exalt Jesus Christ. The church has two worship services and a Christian
childcare center, J.L. Williams Enrichment Center.
A native of Portsmouth, Virginia, Williams’ ministry is continually growing, as is his
impact throughout the United States and the world. Guided by the motto: “Changing Hearts
by Keeping It Real,” Williams developed Changing Hearts International Ministries. This
ministry includes a radio and television broadcast, which is aired weekly in thousands
of homes and a 24/7 Internet Web cast seen all over the world.
Being a man of action, Williams has obtained a number of awards and accolades for
outstanding services in the community and received a Bachelors Degree in Religious
Studies from Chapel Bible University, Tallahassee, Florida and a Masters Degree in
Ministry from Richmond Virginia Seminary. He has crossed denominational lines and
spoken in numerous conventions and ministers meetings, conducting marriage seminars
as well as life-changing revivals. He is also the proud husband of First Lady Shajuan Williams, and a devoted father to his remarkable son, Jerrod.
Pastor Williams is committed to the Great Commission to make disciples of all nations,
and being involved in missionary endeavors worldwide. Williams is a mighty force for
the Kingdom of God throughout the world—crossing cultural, generational, and
